Orfalea college of business in san luis obisbo or westwood college in la?

my friend is interested in business, i hear westwood is one of the best state schools to go to for business, but he is interested in the calpoly orfalea college of business, but his girlfriend is going with him to where ever he goes, and she has always wanted to live in la.. what school is best financially most importantly? and which school is best academically, id love to hear responses from students currently attending either school. i found a chart saying that to get bachelors degree of science for business managment at westwood, your total investment would add up to about $61,000, is that a lot of money?? i need to give them advice. please helpp!
