What should i do next with her?

I met a girl through a friend about 2 months ago, we talk everyday if not every other. long story short we already told ourselves that were into each other and she tells my friend that im the nicest guy shes ever met. The only problem is shes impossible to take out on a date. We hung twice once at a party and once as group we went bowling. Most of the times when i ask hher out to dinner or whatever she always cancels or is always busy. To be honest ive asked close to 10 times. 2 times she canceled last minute cus she didnt feel good sometimes she wont answer and the rest shes busy, two fridays ago i asked her to come out saturday night she said to call her so i did and she texted me saying im at work. So we had a little conversation and i asked if shes coming out. I didnt get a response back the whole night which got me pretty annoyed. In the past i told her that i dont want to be doin this the whole summer. She always says shes sorry and that shes the worst blah blah blah. Im starting to think shes not into me and is just trying to be deny me in a nice way. I plan not even texting her or askin her out until she asks me cus i didnt even get an apology on sunday for not answering. its been close to 2 weeks since we talked. Am i doing the right thing by not even texting and waiting?. this upcoming weekend is our friends grad party so i will see her. Should i bring another girl or fly solo.. please leave ur adivse thanks
