How will changes in deportation rules affect illegal immigrants laws states are passing?

Just recently I read an article from New York Times about deportation rules. It said that deportation is to be mainly for those illegal immigrants committing the most serious crimes. and children that would have been affected by DREAM passing have their cases either postponed or canceled by agents according to memorandum. What good are these new laws if agents only deport illegals that commit the most serious crime
